The Odisha Livelihoods Mission (OLM), under the Department of Mission Shakti, has opened one of the biggest state-level recruitment drives of the year: 1,115 posts across 57 roles, from State Project Manager down to Block Accountant. Online applications run from 6 November to 5 December 2026 on missionshakti.odisha.gov.in — and this is an online-only recruitment, so there is no offline form to chase.
Two things about this drive deserve attention before anything else. First, nearly four out of every five posts sit at the block level — 874 of the 1,115 — which makes this a grassroots jobs drive, not a Bhubaneswar desk-job notification. Second, the Rs. 500 application fee is refunded to every candidate who appears in the examination. In effect, the fee only costs you something if you register and then do not turn up. That single line changes the maths of applying, and it is the kind of detail people usually discover only after paying.
The Fee Twist: Rs. 500 Back If You Sit the Exam
Most notifications treat the application fee as gone the moment you pay. Here, the official advertisement states the fee is refunded to all candidates who appear in the examination. The practical meaning is simple: if you are serious enough to sit the computer-based test, the application costs you nothing in the end. SC, ST and PwD candidates pay nothing at all — the fee is nil for them from the start.
That does not make the drive free to enter carelessly. The fee is paid online at the time of registration, so you still need Rs. 500 in hand (unless exempt) to complete the form. And the refund only follows an appearance at the exam — registering and skipping the test means the money stays paid. Treat the refund as a reward for showing up, not as a reason to apply for posts you have no intention of attempting.
Where the 1,115 Posts Actually Sit
The vacancy list is shaped like a pyramid with a very wide base. The three block-level roles alone account for 874 posts, while the nine State Project Manager posts at the top pay the most. Here is the full break-up by post group:
| Post Group | Posts | Monthly Pay (Rs.) | Experience Needed |
|---|---|---|---|
| State Project Manager | 9 | 72,450 | 5+ years |
| District Mission Manager | 8 | 70,560 | 5+ years |
| Additional State Project Manager | 18 | 52,080 | 5+ years |
| State Mission Executive | 20 | 36,225 | 3+ years |
| Project Manager (4 streams) | 120 | 35,000 | 5+ years |
| Block Mission Manager | 174 | 31,338 | 3+ years |
| Accountant cum MIS Assistant | 60 | 25,000 | 5+ years |
| Block Accountant cum MIS Assistant | 247 | 20,700 | 3+ years |
| Block Manager | 453 | 19,080 | 3+ years |
| Program Assistant | 6 | 16,560 | 3+ years |
| Total | 1,115 | 57 roles | |
The single biggest post is Block Manager with 453 vacancies, followed by Block Accountant cum MIS Assistant with 247. If you hold a postgraduate degree with three years of relevant experience, the block-level posts are where the real volume is — and where the competition, spread across 874 seats, is thinnest per seat. Posting is across Odisha at state, district and block levels (SMMU, DMMU and BMMU), so be ready to work outside Bhubaneswar.
Who Can Apply: Qualification by Post Group
Almost every post here asks for a postgraduate degree plus experience — this is not a freshers’ drive. The exact degree depends on the stream, so check the notification for your post before assuming you qualify. The broad pattern:
| Post Group | Qualification |
|---|---|
| State / Additional State Project Manager | Postgraduate / Master’s degree in the relevant field (Arts, Science, Commerce, MSW, MBA, Agriculture, Mass Communication, MCA, M.Com or similar as per the post) + 5 years’ experience |
| State Mission Executive | Bachelor’s or Postgraduate degree as per the post — including Bachelor’s in Veterinary Science (Livestock) and Bachelor’s in Fishery (Fisheries) — + 3 years’ experience |
| District Mission Manager | Postgraduate / Master’s in Arts, Science, Commerce, MBA, MSW or Rural Development + 5 years’ experience |
| Project Manager | Postgraduate / Master’s in Rural Development, Agriculture, Agribusiness, Marketing, Economics, MSW, Finance or similar + 5 years’ experience (CA/ICWA accepted for the Financial Inclusion & Accounts stream) |
| Block Mission Manager / Block Manager | Postgraduate / Master’s in Arts, Science, Commerce, MBA, MSW or Rural Development + 3 years’ experience |
| Accountant / Block Accountant cum MIS Assistant | B.Com with PGDCA, Computer Science or IT + 5 years (Accountant) / 3 years (Block Accountant) experience |
| Program Assistant | Graduate with PGDCA + 3 years’ experience |
Two conditions catch people out. First, qualification, experience and all other conditions must be met by the closing date of online applications — not by the exam date. Second, candidates debarred, terminated or removed from service by OLM or the Mission Shakti Department on disciplinary grounds cannot apply. The candidate must be a citizen of India and of good moral character.
Age Limit and Relaxation
The age limit is the same for every post: candidates must have attained 21 years and must not be above 42 years as on 1 January 2026. Relaxation is available as follows: SC/ST/SEBC/Women — 5 years; PwD — 10 years; Ex-servicemen — period of defence service, subject to a maximum age of 59 years; and current OLM staff — no age limit. One caution from the notification: overage relaxation is not allowed to PwD candidates with less than 40% disability.
One Exam, No Interview: How Selection Works
There is no group discussion and no personal interview in this recruitment. Selection rests on a single computer-based test, followed by document verification — which makes the CBT the whole ball game.
| CBT Detail | What the Notification Says |
|---|---|
| Paper | Single paper — domain-specific syllabus + common syllabus |
| Questions / Marks | 100 questions, 100 marks |
| Duration | 90 minutes (120 minutes for PwD candidates) |
| Language | English only |
| Marking | +1 for a correct answer, −0.33 for a wrong answer, no deduction for unattempted questions |
| After the test | Provisional answer key published; objections allowed within the prescribed period |
The stages after the test run in this order: publication of a provisional merit list, document verification (three times the vacancy for each position are called), and a final merit list drawn from normalised CBT marks along with document verification. Scores are normalised up to seven places after the decimal. If two candidates tie on marks, the senior in age is placed first, then alphabetical order of names. That tie-break is worth remembering — in a 100-mark paper with negative marking, ties at the cut-off are common, and age quietly decides them.
A mock test link will be placed on the official website before the CBT, and the e-admit card must be downloaded from the website — none is sent separately. The exact CBT date, shift and venue will be notified on the e-admit card. Candidates must report with a printed e-admit card and a valid original government photo ID.
What the Contract Really Means
Every post in this drive is contractual. The engagement is initially for one year, which may be renewed based on satisfactory performance and project requirement. The notification is explicit that contractual engagement gives no right to regularisation, permanent absorption or continuation beyond the contractual period. Go in with your eyes open: this is a year of paid, full-time mission work with a renewal decision at the end of it, not a permanent government appointment.
Two more practical points: no TA/DA is paid for the examination, document verification or first joining, and OLM may change the number of vacancies without notice and may cancel the recruitment process fully or partially. The fee refund softens the cost of appearing, but travel and preparation are on you.
