OPSC AEE Recruitment 2026: 758 Assistant Executive Engineer Posts — Apply Online 22 Oct to 11 Nov

The Odisha Public Service Commission has done something unusual with its biggest engineering recruitment in years: it is not conducting an exam at all. Under Advt No. 13 of 2026-27 (Notice No. 5762/PSC, dated 9 October 2026), OPSC will recruit 758 Assistant Executive Engineers — 750 in Civil and 8 in Mechanical — into Group A of the Odisha Engineering Service, and selection rests almost entirely on a GATE scorecard you already hold. Your GATE 2024, 2025 or 2026 score carries 90% weightage; the only remaining step is a short interview worth 10%.

The real competition here is not a fresh question paper but an engineering exam you took up to two years ago. And there is no application fee — the advertisement states plainly that no examination fee is charged because the recruitment is conducted through GATE scores. Online applications open on 22 October 2026 and close on 11 November 2026 at 5:00 PM at opsc.gov.in.

Quick read: Apply online 22 October – 11 November 2026 (5 PM) at opsc.gov.in. 758 posts: AEE (Civil) 750 + AEE (Mechanical) 8. Eligibility: Civil/Mechanical engineering degree (or AMIE) + valid GATE score in the same branch from GATE 2024, 2025 or 2026. Age 21–42 years as on 1 January 2026. No fee. Selection: GATE score 90% + interview 10%. Pay: Level-12, Cell-1 (ORSP Rules, 2017).

Vacancy Breakup — 750 Civil, 8 Mechanical

Here is the number that makes this advertisement extraordinary: of the 750 Civil posts, 612 are backlog vacancies from earlier years and only 138 are current-year vacancies of 2025. More than four out of every five posts are catch-up appointments — which is why the total dwarfs every recent OPSC engineering drive, and why this particular cycle may not be repeated for years. Four of the 8 Mechanical posts are likewise backlog.

Category AEE (Civil) AEE (Mechanical)
Unreserved (UR) 374 (122 women) —
SEBC 61 (21 women) —
SC 83 (28 women) 2 (1 woman)
ST 232 (76 women) 6 (2 women)
Total 750 (247 women) 8 (3 women)

Beyond the category split, Civil includes 50 horizontal PwD reservations and 8 sports-person posts; Mechanical has 2 PwD posts. House rules: unfilled women’s vacancies revert to men of the same category, there is no exchange between SC and ST, and the post count can change without notice.

The Trap Nobody Reads: Your Department Preference Is Final

The 750 Civil posts are spread across three departments — Water Resources, Works, and Housing and Urban Development — while Mechanical is entirely under Water Resources. Here is the clause that will ruin a careless candidate’s year: the online form asks you to enter your order of preference among the three departments, and that order cannot be changed before or after the result.

Your allocation could be decided as much by that one preference field as by your GATE score. Many candidates will rank the departments by guesswork; the advertisement gives no second chance. Study the departments, decide your order deliberately, and enter it as carefully as your GATE marks — because unlike most fields, there is no correction window at all for this recruitment.

Eligibility — The GATE Rules Matter More Than the Degree

The educational bar is simple: a degree in Civil or Mechanical Engineering from a government-recognised university or institution, or AMIE in the same branch, held on the date of application. The real filter is the GATE clause — far more specific than most advertisements:

  • GATE 2024, 2025 or 2026 accepted — a two-year-old score is perfectly fine. Hold scorecards from more than one year? You upload one and are assessed on that one alone.
  • Branch must match: the GATE score must be in the same branch you apply for.
  • Qualifying mark, not rank: your GATE marks must be at or above the qualifying mark for your category printed on the scorecard. The advertisement’s own example: an SEBC candidate with 32.5 against an OBC-NCL qualifying mark of 33.3 is ineligible, scorecard or not.
  • QR-coded scorecard only: a GATE mark sheet is not accepted.
  • Affidavit: you must submit an affidavit in the Annexure-I format affirming the scorecard is genuine; forgery is a criminal offence and leads to debarment.
  • Keep your GATE login alive: OPSC may ask you to log in to the GATE portal during verification — keep your enrolment ID, registered email and password.
The quietest filter of all — Odia: every candidate must be able to read, write and speak Odia and hold a prescribed Odia certificate (Middle School with Odia, matriculation with Odia as medium in a non-language subject, Class VII Odia, or the Middle English School standard Odia test). Candidates without Odia in the HSC certificate must upload a Headmaster’s/Principal’s certificate or the Odia Test Pass Certificate issued before the last date. Non-Odisha candidates routinely discover this clause at document verification — far too late.

Age Limit (as on 01.01.2026)

Category Upper age limit
All candidates — minimum 21 years
Unreserved 42 years
SC / ST / SEBC / women / ex-servicemen 47 years (5-year relaxation)
PwD (40% or more permanent disability) 52 years (10-year relaxation); 57 years for PwD belonging to SC/ST/SEBC
Junior Engineers of the Diploma Engineers’ Service who acquired the degree later Up to 45 years, with no more than five chances

You must have been born not earlier than 2 January 1984 and not later than 1 January 2005, and the date of birth in your HSC (10th) certificate is the only one accepted. Reservation benefits for SC, ST and SEBC apply to candidates of Odisha only; an OBC certificate is not accepted in place of an SEBC certificate, and SEBC (non-creamy layer) certificates are valid only if issued on or after 23 October 2023. A woman claiming reservation must submit a certificate showing “daughter of” — “wife of” certificates are rejected.

Application Fee — Zero

No examination fee is charged, because selection is conducted on GATE scores. This is worth stating plainly, because fee tables are where fake job sites insert the most nonsense: you pay nothing to OPSC to apply. If any site asks you for a fee to “process” this application, walk away.

Selection Process — GATE Does 90% of the Work

There is no OPSC written examination. The process runs in four stages:

  1. Document verification in phases: candidates are called category-wise, strictly in the order of their uploaded GATE score, for scrutiny of the scorecard, documents and reservation claims. Being called confers no right to selection.
  2. Shortlist for interview: about twice the advertised vacancies in each category (minimum five) are shortlisted on GATE score.
  3. Interview (viva voce): worth 10% of the total. The Commission may test your Odia reading, writing and speaking here.
  4. Final merit: GATE score at 90% + interview marks, category-wise. Ties are broken first by interview marks, then by age (older first).

After the result, OPSC publishes the GATE score (at 90%) of the last selected and the last shortlisted candidate in each category, along with individual marks — unusually transparent, and worth studying in the next cycle even if you miss this one.

Pay and Service Terms

Appointees join in Level-12, Cell-1 of the pay matrix under the Odisha Revised Scales of Pay (ORSP) Rules, 2017, with dearness allowance and other allowances as sanctioned by the Government of Odisha. Terms to know: two years of probation from joining, coverage under the contributory pension scheme (NPS) with a mandatory NPS application at joining, and a Medical Board examination before appointment. Government servants may apply but must produce a No Objection Certificate at document verification.

How to Apply Online (22 October – 11 November 2026)

  1. Read the full advertisement and the instructions on opsc.gov.in before starting — the form is system-driven, and options open according to the data you enter.
  2. Register on the OPSC portal between 22 October and 11 November 2026 (5:00 PM). Mark your order of preference among Water Resources, Works, and Housing and Urban Development if applying for AEE (Civil) — it is final.
  3. Upload scanned images of a recent passport-size photograph, your full signature and your left-hand thumb impression. Unclear images lead to rejection without correspondence.
  4. Upload the documents listed in the advertisement, including the QR-coded GATE scorecard for the year you choose and the Odia certificate if your HSC does not show Odia.
  5. Submit. A Permanent Public Service Account Number (PPSAN) is assigned — take printouts of the registration and final application, sign the declaration, and keep them with copies of the certificates.
  6. There is no edit facility. To change anything after submission, cancel the application and apply again within the last date. Community, once entered, cannot be changed and candidature cannot be withdrawn.

Mistakes That Will Cost You This Application

  • Guessing the department order. Your Water Resources / Works / Housing and Urban Development preference is locked at submission. Rank them deliberately.
  • Uploading a GATE mark sheet. Only the QR-coded scorecard is accepted.
  • Ignoring the Odia clause. Non-Odisha candidates who cannot produce an Odia certificate will be rejected at document verification — read the language rules before applying.
  • Using an old SEBC certificate. SEBC (non-creamy layer) certificates are valid only if issued on or after 23 October 2023; OBC certificates are not a substitute.
  • “Wife of” instead of “daughter of”. Women claiming SC/ST/SEBC reservation need a certificate showing “daughter of”.
  • Expecting an edit window. There is none — a mistake means cancelling and re-applying before 11 November, 5 PM.
  • Waiting till 11 November evening. With 758 posts and no fee, the portal load on the last day will be enormous. Apply early.

Frequently Asked Questions

Q: Is there any written examination in OPSC AEE Recruitment 2026?
No. Selection is on your valid GATE score (90%) plus an interview (10%) — no OPSC-written test at all.

Q: Is my GATE 2024 score still valid?
Yes. GATE 2024, 2025 and 2026 scorecards are accepted. Upload only one — the one you want to be assessed on.

Q: What is the application fee?
Nil. No examination fee is charged for this recruitment.

Q: I am from another state. Can I apply?
Yes, but SC/ST/SEBC reservations are for Odisha candidates only, and you must satisfy the Odia language requirement — which catches many out-of-state applicants off guard.

Q: Why are there 758 posts? Is this a one-off?
The 750 Civil posts include 612 backlog vacancies from earlier years plus 138 current-year posts. That backlog-heavy breakup is exactly why the number is so large — and why the next cycle may be much smaller.

Q: Can I change my department preference after applying?
No. The order of preference among Water Resources, Works, and Housing and Urban Development entered in the form cannot be changed before or after the result.
